Two dates control everything
Before the store-by-store details, two confirmed Rockstar facts set the clock. Digital preloading opens November 12, 2026 at local midnight, a week ahead of the November 19 launch. The boxed version goes on sale that same day, November 12, and per Rockstar's official store, both the Standard and Ultimate boxes contain a download code, not a disc.
That matters for refunds in two ways. Digital storefronts stop being generous the moment you start downloading. And a code-in-a-box copy effectively becomes a digital product (final sale almost everywhere) once that code is redeemed. Whichever store has your money, the week of November 12 is when options start disappearing. Cancel before then and this is a five-minute job.
PlayStation Store: don't touch that preload
Sony's official policy splits on timing. If you pre-ordered 14 or more days before release, which covers every order placed so far, you can cancel for a refund any time up to the November 19 release date. Order within 14 days of launch and you get 14 days from purchase instead. Both routes carry one condition: the content can't have started downloading or streaming.

One caveat from me: since GTA 6 boxes go on sale November 12, plan around an early-November ship date, not the 19th. Amazon's Pre-order Price Guarantee also charges you the lowest price offered between order and the end of release day, so there's no reason to cancel over a price drop alone.
Best Buy's policy is confirmed and even simpler: your card isn't charged when you place a video game pre-order, only when it ships, and you can cancel any time before that. If the price drops in between, you automatically pay the lower figure. It's the cleanest exit of any store on this list.
GameStop: call, don't assume
GameStop is the odd one out. Its posted return policy contains no standing pre-order deposit terms; cancellations happen in-store or through customer service at 1-800-883-8895. There is a "Pre-Order Deposit Refund" web form, but it's a COVID-era leftover that pays out in-store deposits as a virtual gift card. Fine if you shop there weekly; useless if you want cash back on your card. Go to the store that took your deposit.
Already holding the box? New, unopened products return within 15 days (30 for Pro members), but "Special" and "Collector" editions get just 7 days, and digital products are final sale.
